Although climate challenges are pressing, responses overall remain limited. Most existing adaptation solutions are incremental, i.e., they involve step-by-step changes, often creating a lock-in effect and inhibiting systemic, impactful change. The tool’s main aim is to bring the attention of project developers and local authorities to what the criteria are for transformational change – what is needed in their project to make it transformational? Which criteria have they already incorporated, and which are still lacking? This way, they can consider these prerequisites during the design and planning of the project to ensure transformational change.

The scorecard is a questionnaire with a limited number of questions per criterion. There are five overarching principles, subdivided into fifteen criteria. It can be filled in by project developers or local authorities without any technical knowledge and within half an hour. The questions are phrased as statements: users can answer whether they disagree or agree with the statement keeping in mind their adaptation project. After filling in the questionnaire, the tool generates a ‘results dashboard’ which scores the project from ‘poor’ to ‘excellent’ on each criterium. Users can download the results in PDF format to communicate them with colleagues to decide on how the project can be improved.
The tool was originally based on the Policy Brief ‘Understanding Transformational Adaptation’ MIP4Adapt, where representatives of Horizon projects on adaptation collaboratively decided on a definition and characteristics of transformational adaptation. Within TransformAr, these characteristics were further developed based on literature and translated into a questionnaire, allowing for their assessment. Respondents are asked about their level of agreement with each of the statements, and these responses are then transformed into scores and averaged per criterion to give an overall score per criterion.
The tool was validated with five different adaptation solutions. Representatives of these projects were asked to answer the questions during an interview and were asked about the simplicity and interpretability of the questions and the results. Finally, the tool was transformed into a web tool, publicly available online (https://scorecard.transformar.eu). The tool has been presented to TransformAr partners and the MIP4Adapt working group.
The tool is ideally used ex ante, during the design and planning phase of a project and before implementation. This way, adjustments can still be made which address the weaknesses. This means that the tool is less valuable at a later stage in the project development.
Also, there is a risk of confirmation bias. If a respondent is closely involved in the planning of the project they are perhaps less critical of the project and will obtain overly positive results. There is thus some subjectivity to the scorecard. It is however, in their interest to respond to the statements as honestly as possible to work towards a systemic and impactful adaptation project.
