ARGOS is a decision-making tool for climate change adaptation that can perfectly act as an advanced early warning system for administrations at local and regional level. Extreme weather-related phenomena are expected to increase in frequency and intensity and so is the impact at local level. ARGOS may provide real-time monitoring of such events, issue warnings when relevant impacts are expected and guide communities and users in the management of the related emergencies As a Flood Focused Digital Solution, besides sensor networks available, ARGOS can provide state-of-the-art algorithms in radar nowcasting and derived products that anticipates rainfall impact up to 2h at both pixel and basin level. Flood-related data and warnings issued by EFAS (European Flood Awareness System) and UK system (provided by the Environment Agency for England, Natural Resources Wales for Wales and the Scottish Environment Protection Agency), can also be integrated in ARGOS. Vulnerability layers integrated in the platform put in value not only hydrological and hydraulic studies available locally but also can include environmental, agronomic, economic and social data to be combined with dynamic hazard information. ARGOS can activate protocol actions during floods and give pre-defined indications to optimise resources allocation and enhance communication for coordinated responses
HYDS actively participates in various European research and development projects, as well as in innovation projects. Especially relevant for the system presented here was the participation in the ANYWHERE project of the H2020 program. The ANYWHERE project (Enhancing emergency management and response to extreme weather and climate events; http://anywhere-h2020.eu), funded by the European Commission with more than €11 million, was implemented between 2016 and 2019 by 31 partners from 11 different countries. The partners included universities, research centers, technology companies and civil protection departments from different administrations. They all worked to design, develop and test decision support tools in emergencies. HYDS participated in all parts of the project and led the working group for the technological integration of the different impact models into a common Pan-European platform of which implementations were carried out for CECAT in Catalonia (Operational Coordination Center of Catalonia) and CENEM (National Center for Monitoring and Coordination of Emergencies).After the completion of the ANYWHERE project, HYDS evolved the system beyond the prototype developed in the context of the European project to be able to offer operational services to civil protections, giving birth to the ARGOS platform. This way, the IPR of the platform belongs to HYDS 100%, while other partners in ANYWHERE keep their rights on the specific algorithms developed and tested in ANYWHERE pilots.
ARGOS implementation requires close collaboration with local entities and end-users to completely extend its capacity. The adaptation process of the platform to the use case is crucial to obtain an operationally useful tool.
