Fraunhofer MobiKat has been designed to effectively support preparation and management of large-scale situations such as floods, droughts and other extreme weather. It supports fire-brigades, rescue organisations, disaster relief staff etc. with a Common Operational Picture (COP) with information about position and status of all forces and relief items in real-time as well as multiple decision support functionalities. It supports all phases of the crises management life cycle: prevention, preparedness, mitigation, management and recovery. It is perfectly suited for rapid deployment in fast emerging situations due to a) its intuitive usability and b) flexible data interfaces.

The technology MobiKat provides efficient support for complex strategic and operative decision-making in disaster response. The basic structure of MobiKat consists of independently configurable modules with high-performance calculation and optimization algorithms as well as data bank and visualization components. The modules can be operated both individually (even without a graphical user interface, if required) and as a complete scalable system.

The system’s main components have been individually tested, and an initial integration has been completed.
The basic structure of MobiKat consists of independently configurable modules with high-performance calculation and optimization algorithms as well as data bank and visualization components. The modules can be operated both individually (even without a graphical user interface, if required) and as a complete scalable system on a standard desktop or high-performance PC. Furthermore, all calculation and optimization modules are available for external systems in the form of libraries and as server components via web services. There is also a light-weight browser-version available.
Limitations/conditions under which this innovation does not work or is less effective
Added value
The technology provides aside from situation visualisation multiple decision support tools and a cross-organisational common operational picture. In difference to many commercial products, MobiKat does not require expensive licensing, instead it is based on free and open frameworks. MobiKat provides multiple inbound and outbound data interfaces and can therefore be connected to existing data sources and systems in a straightforward way. Furthermore, MobiKat works even without network connection and is able to synchronise the data between all instances once the network connection becomes available again.
